Carry on luggage size

I am flying with my daughter to a lacrosse tournament.  She will be traveling with her lacrosse stick which is about 40 inches long (about a 30-inch metal shaft with 10 inch plastic head at top).  Can this be carried on to the aircraft and put in the overhead (sideways)?

The TSA website say's no to carry on but yes to checked.
