The wheel chair person with their carry-on item suitcase taking most of the overhead bin should really have been addressed by the gate agent.

And when all the overheads are full, and U R ready to leave but late borders have to check their carry-on containing all the things recommended to keep with you, plus having to fill in their info on the paper tag which should have been on their item already, we are later still departing. That costs the airline money.
