Can I bring a carry on luggage bag and garment bag to fit in the overhead bin and a back pack to fit under the seat in front of me?

Technically the limitation is one carry-on bag such as a small rolling suitcase or garment bag and one personal item such as a purse, briefcase, or backpack. You can certainly try to carry on more, but if the flight is full or Southwest staff enforces the rule then you would be asked to gate check an item. As long as you are prepared to check one of the items then you can give it a try.
