Unfortunately, not since 2011. Travel Funds are limited in use to the original passenger only.
If the original passenger's flight was cancelled due to a medical reason and they cannot fly, it may be worth reaching out to Customer Relations -- it's a longshot, but they may be able to issue a refund. I'd recommend via Twitter or the Chat function in the Southwest app. Good luck!
