can i bring my vacuum with lithium lon battery from az to tx?

i'm going to take a plane to TX next week. 

I bought a vacuum(black+decker BDH2000PL.  

I want to give it to my sister for wedding gift. 

i wonder whether i can bring it on the plane or checked baggage. 

i got a matterial safety date sheet form black+decker company. 

the company said it's 30 Wh.
