Would one be able to bring a fish in a sealed, closed container on-board provided that the container fit entirely in their carry-on bag and was stowed away during the entire flight?
I have known people who have done this, but I wanted to know if this would be allowed by Southwest. I mean, it's quieter than a dog - essentially no worse than a laptop being in the bag.
Yes, I'm aware that the website says that "small cats and dogs" are acceptable, but that's because there are BIG dogs that one can't reasonably fit underneath their seat. I'm looking for a nuanced response, if one exists.

Here is the TSA answer
Carry On Bags: Yes
Checked Bags: No
Live fish in water and a clear transparent container are allowed after inspection by the TSA officer.

Technically Southwest only allows dogs and cats.
