Tourist Cards still needed for Dominican Republic?

I read on Dominica Republic tripadvisor that tourist cards are not required for travel starting in January 2018. I wondered if this applied if tickets were purchased in 2017? I don't think it was added to my airfare so I was curious how Southwest is handling this change?
