my wife and i have 2 rr accounts, she used her credit card (my account) to make a purchase , they asked for rr account #and she used hers , who gets the reward points and bonus pts for that purchase

Who is "they" and when did they ask for the RR number? When making the purchase?
As the primary account holder of the credit card you get the points earned per dollar charged to the card. There are numerous additional ways to earn points purchasing something so it's possible depending on the purchase that she too will also earn points. More details would help clarify things.

Agreed. The general rule is that the RR account of the card holder gets the points for anything charged to the card. The RR account of the traveler gets any points associated with actually travelling on flights.
