I have non refundable tickets. I thought these could be exchanged for travel credits to be used within one year, for ANY travelers. Instead what I am seeing is that the named passengers must use the travel credit. I know I have done this differently in the past. Has Southwest changed their policy regarding use of travel credits?

Travel funds must be used by the originally named passengers. This has been Southwest's policy since 2011, when it changed from allowing travel funds to be used by anyone.
