At this point Southwest must not believe travel to/from Jacksonville will be affected so it's not included in the travel advisory. It's unclear what your exact concern is, but if you are looking to adjust the schedule of a reservation you can still do that even without a travel advisory, but you would need to pay for any difference in fare between what you originally paid and current price. Sometimes this isn't much so it would be worth looking at if you want to adjust plans and not wait to see if the travel advisory gets adjusted.
