What is the difference between the Tourist/Visa that is $85 and the Southwest Airlines Tourist Card (Visa) that is $50?

Based on the information on Cuba Travel Services website (Southwest's partner in Cuban visas), Southwest has arranged for the $35 processing fee to be waived. Probably because Southwest is doing part of the work issuing the visa and it's not being shipped. There appears to be no other difference.
