My husband will be traveling without me and will need to transport breastmilk with him. Will TSA allow him to carry frozen breast milk if he is not with me or our child? I see policies written for nursing mothers but nothing regarding a non-mother traveling with breastmilk.

The TSA rules are that as long as your liquid is as frozen as a block of ice, it can pass through the TSA screening. The specific wording is:
Frozen liquid items are allowed through the checkpoint as long as they are frozen solid when presented for screening. If frozen liquid items are partially melted, slushy or have any liquid at the bottom of the container, they must meet 3-1-1 liquids requirements.

But it will have to be all of the way frozen - if that's true then just go through security like normal.
They can allow liquid milk through although every time we have done this we had the baby with us. They'll do some swab testing of your husband and possibly the outside of the container.
The TSA site doesn't specifically say that he child must be present. I can think of scenarios where the milk would need to travel without the child present.
