I’ll be traveling with 2 small children, am I able to check-in one car seat at Baggage check-in and then Gate check a double stroller along with another car seat?

Yes, or you can check both at the gate. Your choice.
Also, since it appears that the children are eligible for family boarding, you can also board between A and B groups, if you don't have A boarding.

Yes! The terms are that you get two items of baby gear per kiddo, it doesn't matter which are gate checked and which are curbside, or ticket counter.
The only issue I ran into on this front was when we used a resort check-in one time at Disney they marked us down with having used all our allowances and then when I wanted to check another item at the airport they thought we had used up all of our allowance.
