My little brother is 15, and flying by himself for the first time. He's got a lay-over in my city and I want to know if there is some kind of gate pass or something I can get to meet him at his gate when he gets off the flight and escort him to his next flight, without having to get on a flight or buy a plane ticket myself.

You shouldn't have any problem getting an escort pass at the full service check-in counter. If it were me, I would just say that you're picking up a young traveler rather than trying to explain the layover situation which might just complicate things. Be prepared and have information about the flight he is arriving on in case they ask you.
