I have the same problem. Sure a refund would be nice but we would just like to use our funds.  I paid for tickets for myself, my wife, and another couple. Due to covid and events since, the couple will not be able to travel with us any time in the near future.  Since I paid for the tickets, they should be mine to use as I need regardless of the name. They should be tied to the card holder not whatever name is on the ticket. This industry has some of the most ridiculous policies I have ever heard of.  What possible reason would there be to tie funds to names.  The only reason I see is that since cancelling tickets is common, they see it as a revenue opportunity.  In other words, it is planned, legal but immoral, stealing.
