Why are there different prices when purchasing tickets with points with and without promo code ? Anyone buying please check before you buy- southwest duping people in the name of promotion

I suspect what you are are forgetting is that the discount applies only to the base fares. Price of a ticket is composed of base fare+TSA fee + other fees (typically imposed by airports).
So Southwest eats those other fees and you get a discount on the base fare only.

but why would the price change , notice how the price of ticket is different in points with and without code, irrespective of the fee?

Sometimes a sale is applied globally but in this case you have to enter the code, if a prospective customer showed up that didn't have the code for whatever reason then the ticket is current price without the discount.

Interesting I see what you are saying, the code is taking 25% off of a much higher point fee then if you just look at it without a code; 25% off of 16K pts vs without fee is 12K points. That does seem a bit suspect.
