What part of "The government declares CRISIS" are you not understanding. You don't just march into war because you think you have disposable bodies to spare... Or do you? It's unclear how you "reached out", but calling or contacting via live chat in the Southwest app or via private message on Twitter are your best bets to ask for a voucher for the EarlyBird charge, everything else is automatic.
